Peter Paine (and at times partners) ran a variety of stores in Whitefish, Montana back in the teens and early 1920's. Typically the businesses were listed under the name of Peter Paine's name. See the 1914 Montana Bradstreet (Confectionery Store), the 1916 MN-DAKS-MT Gazetteer (Cigar Store), the the 1918-1919 (Confectionery Store) and 1920 (Restaurant) Bradstreets. I believe that this token come from the Paine Bros. Confectionery Store of the early teens.
